You can unscrew this with a bahco and then replace it with a new one. Don't forget to transfer the rubber from the old to the new bolt. Because that ensures that it is completely closed and no oil can leak.

Note! Tight = tight. You don't have to tighten the bolt so much that it will never come loose. That's often what breaks it. In addition, good tools are half the battle. Don't fiddle with a water pump pliers, but use a Bahco.
